What is California LifeLine?
California LifeLine is the state's own phone assistance program, run by the California Public Utilities Commission. It adds state support on top of federal Lifeline and accepts more programs, including WIC, CalWORKs, school lunch and LIHEAP.

What makes California LifeLine different?
California runs its own state program, California LifeLine, administered by the California Public Utilities Commission (CPUC). It adds state support on top of the federal Lifeline benefit, which lets providers offer richer free plans, and it accepts more qualifying programs than federal Lifeline does.

What are the income limits?
California LifeLine uses its own income limits, set by the CPUC and updated each year (usually on June 1). They are generally higher than the federal 135% limits for small households. Check the current table on the official California LifeLine site before applying.
How do you apply in California?
- Choose a California LifeLine provider Many national Lifeline brands participate. Compare plans and phones.
- Apply through the provider The provider submits your application to the California LifeLine Administrator.
- Watch for your application form You may receive a form by mail or online to complete and return with proof.
- Return it by the deadline Late forms can delay or cancel your enrollment.

Because the state adds money, California LifeLine wireless plans often include more data than Lifeline plans in other states. Some also include hotspot use or better phones.
Documents California LifeLine accepts
- A current benefit letter or card (SNAP, Medicaid, SSI, public housing, Veterans Pension), or
- Income proof: last year's tax return, three consecutive pay stubs, or a Social Security or unemployment statement
- Government photo ID (driver's license, state ID or passport)
- Proof of address if your ID shows a different one (utility bill or lease)
- The last four digits of your Social Security Number, or a Tribal ID number
California may also accept CalFresh or Medi-Cal notices of action, WIC folders or cards, and school lunch approval letters as proof of program participation.
Common reasons applications are denied
- The application form wasn't returned before the deadline
- The name on the proof doesn't match the applicant
- Proof of program participation is out of date
- Another member of the household already has California LifeLine
- The address couldn't be verified
If you're denied, you can usually reapply with corrected documents. Your provider or the California LifeLine Administrator can explain what was missing.
